Le Groupe de contact sur la piraterie au large des côtes somaliennes (CGPCS) a été créé le 14 janvier 2009 conformément à la résolution 1851 du Conseil de sécurité des Nations unies.

Ce groupe international volontaire et ad hoc rassemble des pays, des organisations et des groupes industriels ayant un intérêt dans la lutte contre la piraterie. Les participants cherchent à coordonner les efforts politiques, militaires, industriels et non gouvernementaux afin de mettre fin à la piraterie au large des côtes somaliennes et de s’assurer que les pirates sont traduits en justice.

Fonctionnement du CGPCS

Le CGPCS se réunit sous deux formes :

  • une session plénière annuelle (une fois par an, sauf en cas d’urgence). Chaque année, près de 80 pays et plusieurs organisations internationales participent aux plénières. Les résultats de la séance plénière sont appelés “communiqués”. La présidence de la session plénière et des groupes de travail est tournante.
  • des groupes de travail ainsi que plusieurs réunions de groupes connexes (plusieurs fois par an). En se concentrant sur des thèmes spécifiques liés à la piraterie et aux questions de sécurité maritime en général, leurs discussions et travaux alimentent les sessions plénières.

La COI a occupé la présidence du CGPCS de 2018 à 2020. Elle a passé le relais à la République du Kenya. La COI continue d’assurer le secrétariat du CGPCS.

The Contact Group on Piracy off the Coast of Somalia (CGPCS) was established on 14 January 2009 pursuant to UN Security Council Resolution 1851.

This voluntary and ad hoc international group brings together countries, organisations and industry groups with an interest in the fight against piracy. The participants seek to coordinate political, military, industry and non-governmental efforts to stop piracy off the coast of Somalia and to ensure that pirates are brought to justice.

Functioning of the CGPCS

The CGPCS meets in two forms:

  • an annual plenary session (once a year, except in emergencies). Each year, nearly 80 countries and several international organizations participate in the plenary sessions. The results of the plenary session are called “communiqués”. The chairmanship of the plenary session and the working groups rotates.
  • working groups and several meetings of related groups (several times a year). Focusing on specific topics related to piracy and maritime security issues in general, their discussions and work feed into the plenary sessions.

The IOC served as Chair of the CGPCS from 2018 to 2020. It handed over the chairmanship to the Republic of Kenya and continues to provide the Secretariat of the CGPCS.
