Global presentation
The Program for the Promotion of Maritime Safety (#MASE Programme) aims to promote maritime safety in the Eastern and Southern Africa and Indian Ocean region (AfOA-OI). With financing of 42 million euros from the European Union (EU), the program started in 2013 and is scheduled to take fin by 2020. In addition, this regional program is implemented by four regional organizations, namely the Intergovernmental Authority on Development (IGAD), which is the program’s overall coordinator, the East African Community (EAC), the Common Market for Eastern and Southern Africa (COMESA) and the Indian Ocean Commission (IOC).
The regional organizations work closely with international partners such as European Union missions, United Nations agencies (FAO and ONUDC) and INTERPOL. Covering more than 15 states, the #MASE program is a regional response to a global problem, whose main objective is to improve maritime safety in the ESA-IO region while contributing to global security.

Responsibility for implementing the MASE programme
Responsibility for implementing the MASE program is divided as follows:
- IGAD is the Regional Authorizing Officer and therefore responsible for the overall coordination of the Program, including the Action Plan for Somalia, which will focus on the roots of the problem specific to Somalia;
- EAC is responsible for strengthening national and regional capacities for the arrest, transfer, detention and prosecution of pirates;
- COMESA is responsible for strengthening regional capacities with regard to the financing and economic impact of piracy in the region; and
- The IOC is responsible for strengthening national and regional capacities for maritime security, and for setting up a network for the exchange and coordination of information.
