



The Port Security Programme (PSP) made a significant impact during the World Maritime Day 2024 celebrations in Tolagnaro, Madagascar, from 17-19 October. Under the theme “Navigating the Future: Safety First”, the event brought together key stakeholders, including international organisations, local authorities and maritime experts, to address critical port security challenges, share best practices and reaffirm commitments to safer and more sustainable maritime operations.
A strategic platform for engagement
The PSP used the event to increase its visibility, foster collaboration among stakeholders and highlight the central role of security in the maritime sector. The event provided an opportunity to showcase the programme’s achievements, in particular its contributions to enhancing port security across the region.
Maritime security panel discussions
The PSP moderated two dynamic panel discussions focusing on

- Regional and International Maritime Security Initiatives
These discussions featured insights from representatives of IMO, UNODC and the International Organisation for Migration (IOM), who shared their expertise on enhancing regional coordination and addressing security challenges. The sessions highlighted tangible results, such as IMO’s training programmes, which have reduced port security incidents by 20%, and IOM’s migration management strategies, which have reduced illegal migration by 15%.
The panels also featured local stakeholders, including ENEM, CNTTM and the port authority (APMF), who presented their contributions to improving port operations and maritime security.
A showcase of modern port infrastructure
Participants visited the Port of Ehoala, a strategic hub celebrating its 15th anniversary. Known for its modern infrastructure and role in regional trade, the port highlighted its contributions to improving economic connectivity and maritime safety. The inauguration of the new regional office of the Port, Maritime and River Agency (APMF) symbolised Madagascar’s commitment to strengthening port security and governance.
Interactive training and security exercises
The PSP participated in a search and rescue (SAR) exercise and training sessions based on the International Ship and Port Facility Security (ISPS) Code. These activities aimed to strengthen the operational capacity of local teams and ensure their readiness to respond effectively to maritime emergencies.
Promoting awareness and visibility
The PSP’s communication efforts during the event were instrumental in showcasing its initiatives. Eye-catching banners, information brochures and a visual documentation team captured key moments that will be featured in the next newsletter and on IOC platforms. These efforts increased the visibility of the programme and underlined its vital role in promoting maritime security throughout the region.
The World Maritime Day 2024 celebrations highlighted the importance of cooperation and innovation in addressing maritime security challenges. By actively participating, the PSP not only reinforced its mission, but also demonstrated its unwavering commitment to creating safer, more resilient ports in Madagascar and beyond.
