Organisée par la COI\, les participants sont les membres du Comité de pilotage pour la gouvernance des deux centres régionaux CRFIM et CRCO ( soit les 5 pays de la COI\, le Kenya et Djibouti)\, les représentants de la Convention de Nairobi\, de l’Organisation maritime internationale (OMI)\, les représentants des Etats de la Somalie\, de la Tanzanie\, du Mozambique et de l’Afrique du Sud\, l’Union européenne et les agences impliquées dans le domaine de la pollution marine des pays cités.
